QUALIFICATION STANDARDS

Education : Master’s degree OR Certificate in Leadership and Management from the CSC
Experience : 4 years of supervisory/management experience
Training :  40 hours of supervisory/management learning and development intervention undertaken within the last 5 years
Eligibility : Appropriate eligibility for second level positions (CS Prof, RA 1080, PD 907, PD 997)
Competency: Building collaborative, inclusive working relationships;Managing performance and coaching for results, Leading change, thinking strategically and creatively; Creating and nurturing a high performing organization

DUTIES AND RESPONSIBILITIES

1. Principally responsible for the effective and efficient function of the Division through proper management and supervision;

2.Organizes and directs delivery of adequate and timely administrative support under the Administrative Support Division;

3. Oversees the development and implementation of strategies and policies pertaining to personnel administration, recruitment, performance appraisal, including salary and benefits, training and the employee wellness development program;

4. Review and Approves/signs disbursement voucher and checks payment to various creditors/suppliers, including salaries and benefits and recommends appropriate action for possible discrepancy or irregularity in the transaction;

5. Develops and implements general administrative and support services policies and procedures of the Institute;

6. Performs advisory functions to management and operating units regarding government regulations and directives as well as procedures to be complied with;

7. Participate in the formulation and review of strategic and operational plans and provides assistance in organizing planning sessions/workshop;

8. Update/advises top management on issues, circulars and other government procedures, rules and regulations affecting the administrative operations of the Institute;

9. Represents the Institute in inter-agency activities relative to the government’s administrative machinery;

10. Acts as resource person on in-house trainings/seminars, workshops on administrative relate matters;

11. Attends committee meeting and participates in other officials;

12. Comply with the IMS Policy, Procedures, Programs and Projects of PhilRice; and

13. Perform other related task from time to time
