DUTIES AND RESPONSIBILITIES

1. Chief of operations of the Physical Plant Division. As chief of operations, he/she shall have knowledge and control on the on-going construction and maintenance work. He/she shall work as a team with the division head and junior engineers in the attainment of quality, on-time accomplishment of works;

2. Provide information needed by the division head in the preparation of reports on the status of projects and status of PhilRice facilities in all PhilRice stations;

3. Assist the junior engineers in the identification and solution of problems arising from a project. Ensure all that works supervised by the junior engineers are done in accordance to standard engineering practice;

4. Prepare additional engineering details to plans prepared by the division head and participate in the discussions related to a project with the end-users, management and division colleagues;

5. Conduct regular inventory and inspection (with the division head) of all PhilRice facilities to ensure regular maintenance and eliminated/reduce hazards/waste resulting from negligence;

6. Participate in all physical preparations for different activities of the Institute, but not sacrificing primary duties as defined from 1-5;

2. Recommend improvement in the existing accounting systems for efficient and timely report generation;

3. Responsible for the analysis, review and approval of Journal Entry Vouchers (JEV);

4. Responsible for the preparation of financial reports and its supporting schedules for submission to the Finance Division/ Donor Agencies;

5. Responsible for the reconciliation and analysis of account balances, claims and other financial records;

6. Certify the completeness of all necessary documents of the Station’s disbursement vouchers and liquidation reports;

7. Certify availability of funds;

8. Approve Budget Utilization Request (BUR);

9. Regularly maintain fund balances of each fund/project;

10. Regularly update the Branch Manager of the station’s financial status that may be deemed necessary in his/her decision making;
