Rice Seed Center Groundbreaking in Zamboanga. The Philippine Rice Research Institute (PhilRice) together with the Western Mindanao State University (WMSU) broke ground on what will become the the rice seed center in San Ramon, Zamboanga City. According to City Agriculturist Dr. Diosdado Palacat (background, 7th from the right) , having this research and seed production center would bring in new varieties including hybrid seeds, which will contribute to increasing rice seed supply and utilizing the uncultivated marshland in the area. In response, Dr. Sailila Abdula, PhilRice acting executive director (background, 7th from the left), committed to closely monitor the development of the area in terms of rice production.
