In Barangay Malapay, Pio Duran, Albay, the Rice Competitiveness Enhancement Fund (RCEF) Seed Program, implemented by the Department of Agriculture–Philippine Rice Research Institute (DA-PhilRice), has transformed the life of Alvin B. Tumala, a rice farmer and person with disability (PWD). At 49, Tumala embodies resilience and hope, proving that with the right support, farmers can rise above challenges and thrive.

Before the RCEF Seed Program reached their community, Tumala and fellow farmers faced steep costs and long travels just to secure planting materials. Between 2010 and 2015, about 60 farmers pooled PhP5,000 to rent a truck to fetch seeds from neighboring towns. Each 40-kilo sack cost another PhP1,200—a heavy burden for small farmers who simply wanted to plant and harvest.

Relief came in 2019 when the RCEF Seed Program began. Tumala was among the first beneficiaries, planting varieties such as NSIC Rc 480 and NSIC Rc 216. His harvests rose from 2t/ha to about 3.5t/ha.

The program also helped him cut costs and secure his livelihood. For Tumala, RCEF Seed was not just about rice—it was about opportunity and dignity.

Despite his disability, Tumala remains hands-on in the field. He plows, operates hand tractors, and drives harvesters himself. “Even in college, I was trusted with farm machines. I know how to use them properly and I take care of them,” he said. 

With his wife’s support, Tumala also manages corn, garlic, copra, livestock, and rice farming. Together, they have built a life that allows them to send their only child to school. Today, their child is a senior high school student planning to pursue a nursing degree in college—a dream made possible by the family’s hard work and perseverance.

As a barangay councilor, Tumala helps fellow farmers access programs like RCEF. His leadership is rooted in experience, and his advocacy is strengthened by his realization that support can change lives. 

Asked what message he would share with others facing similar struggles, he reflects: “There is a unique capability behind every limitation. See strength in every flaw, and let it motivate you to continue in life.”

Tumala’s journey reminds us that farming is not just about seeds and harvests. It is about resilience, community, and hope. With programs like RCEF Seed, farmers are given the tools to succeed—but it is their courage and determination that make the harvest truly meaningful.
