Agriculture Secretary Francisco P. Tiu Laurel Jr. has recognized the Department of Agriculture–Philippine Rice Research Institute (PhilRice) for its key role in advancing rice science and helping shape the country’s agricultural future.

Tiu Laurel, who first visited PhilRice shortly after assuming office in 2023, said the Institute’s innovations left a strong impression on him.

“I wanted to see what the future of rice looks like, and what I saw made me a believer. I left not just informed but inspired—I am unapologetically a fan,” he said.

In a message delivered by DA Assistant Secretary for Operations U-Nichols A. Manalo during the Dangal ng PhilRice ceremony on Nov. 6, Tiu Laurel underscored the Institute’s four decades of contributions to rice research, innovation, and farmer development.

“I look to PhilRice to lead. With its blockbuster innovations, alignment with the Masagana Rice Industry Development Program, and unrelenting drive, I am confident PhilRice isn’t just ready for the future—you are already shaping it,” he emphasized.

The secretary described PhilRice as “the beating heart of our national rice strategy,” citing its science-driven innovations and support to rice farmers. 

He also emphasized that people remain the foundation of agricultural progress. 

“The DA will continue to invest not just in infrastructure but in what I believe is its most strategic asset, its people. Steel and concrete may build facilities, but it is people like you who build legacies,” he said.

Tiu Laurel commended the Institute’s programs that have made a direct impact on the farming communities. 

The Rice Competitiveness Enhancement Fund (RCEF) Seed Program has distributed nearly 20 million bags of certified seeds to over two million farmers since 2019 while the Rice Business Innovations System (RiceBIS) Program connects farmers directly to buyers.

“These are not abstract successes—they are real lives improved,” he said, adding that the Institute’s work is vital amidst climate change and resource scarcity.

Tiu Laurel also congratulated PhilRice on its 40th anniversary, praising the dedication of its scientists and staff. 

“Forty years is not just a number—it is a testimony to generations of scientists, visionaries, and quiet heroes who have fed this nation,” he said.

He urged the Institute to continue leading in agricultural innovation as the country pursues food security under the Masagana Rice Industry Development Program.

“Once again, I look to PhilRice to lead. With your innovations and unrelenting drive, I am confident you are already shaping the future,” Tiu Laurel said.
