For 35 years, PhilRice has produced innovations to raise farm productivity, ensure rice on the table of every Filipino, and help our farmers become more competitive. This issue chronicles the journey of our rice science from its programmatic implementations to the ushering in of the New Thinking including Agriculture 4.0. The build-up toward PhilRice@35 (and after) is encapsulated in 3 Ks: kaalaman (knowledge), kakayahan (capacity), and kaunlaran (prosperity). It also articulates how PhilRice continually works on innovations to help the rice farmers achieve the life they deserve from their hard work and toil.
Tuloy ang Pagsasaka, Ingat lang!
PAGKAIN—pangunahing pangangailangan ng tao. Kaya naman, may sakuna o pandemya mang kinakaharap ay tuloy pa rin ang ating mga pursigidong magsasaka. Alamin ang mga diskarte at makabagong kaalaman sa pagsasaka maging ang mga suportang handog ng Kagawaran ng Agrikultura, partikular na ang PhilRice. Tuloy ang buhay-saka, lakipan lamang ng ibayong pag-iingat.
Crisis-resilient Rice Farming
Filipino rice farmers have been going through many challenges to produce the country’s main staple – rice. We have the changing climate and the need to adapt and mitigate as agriculture is one of its biggest victims; loss of arable lands; economic pressures such as trade liberalization and increased competition; and now the need to be food-sufficient as we battle against an invisible enemy – COVID-19. This issue of the PhilRice magazine highlights stories of resilience through these challenges as we move toward our vision “Rice-Secure Philippines.”

Sa pagkakaroon ng kooperatiba, napalalakas ang mga magsasaka sa pamamagitan ng mga ayudang ibinibigay ng pamahalaan tulad ng libreng binhi, makina, pagsasanay, at pautang. Bukod pa diyan, nakahihirit pa ng mas mataas na presyo ng palay ang mga miyembro ng kooperatiba.
Kaya naman, may asenso sa pagkakaroon ng kooperatiba dahil ani at kita ay pinatataas!

This issue of the magazine chronicles all our activities, partnerships, and success stories in the course of the mobilization of the Rice Competitiveness Enhancement Fund (RCEF) – Seed and Extension Programs. The RCEF journey has just begun. But the RCEF-flavored success stories of our farmers and lessons we gain excite and inspire us to continue to serve better.
Rice science for the farmers
Rice science for the farmers mirrors people whose lives were touched and transformed through rice R&D. Our science is not just rice-centered, it is also people-centric. It is not merely doing research for research’s sake because our R&D workers believe that many people entrust their aspirations on us hoping that these will come true. In this issue, people from all walks of life retell how our R&D outputs have created an impact in their lives.
Championing Competitiveness
Ways to become competitive have been presented to us multiple times. The next steps now rest on the ability of agencies to deliver interventions effectively, policymakers to put in place relevant policies, consumers to support local producers, and farmers to adopt best-fit practices. While we embody the challenge, let us also learn from those who made it through the journey, even in the global market. They are the farmer-champions we can take inspiration from, as we tread the path toward competitiveness.
Quality Rules
With an open rice market, local farmers face a mighty, probably unknown competition. To provide them high-quality seeds that can help them become competitive, PhilRice works hand-in-hand with its partners, like the Bureau of Plant Industry-National Seed Quality Control Services (BPI-NSQCS), to ensure that quality processes are observed from varietal development to seed production. Farmers also need to adhere to the best crop management practices. This issue features stories of living up to this mantra: QUALITY RULES!

Let us help them produce more rice efficiently; buy their harvests at a fair price; and show them that we value their work.
